Speaker Profiles:
Steven Scotti
Steven Scotti is the Executive Director of the Workers’ Compensation Board. He joined the Board in September 2022, bringing extensive industry, government, and leadership experience. Previously, he served as Acting Deputy General Counsel for the Workers’ Compensation Division of the MTA – New York City Transit Authority. Steven has been a practicing attorney for over 35 years, with notable roles at the U.S. Department of Labor, NYC Law Department, Con Edison, and more. He holds a BA in Political Science from Stony Brook University and a JD with honors from New York Law School. Steven has served on various task forces and committees, and he is a frequent speaker on workers’ compensation issues.
David F. Wertheim
David Wertheim joined NYSIF in 2022 as Chief Counsel after serving as General Counsel at the Workers’ Compensation Board for six years and as Acting Executive Director for two years. David began his state service at NYSIF approximately 30 years ago and has held various roles at the Workers’ Compensation Board. He was instrumental in drafting and passing significant legislation and regulatory revisions. David earned a JD from the Benjamin N. Cardozo School of Law and a BA from the University of Albany. He resides in Saratoga Springs and is an avid Mets fan.
